“Digital Bangladesh” is the motto of People’s Republic of Bangladesh, which was adopted back in 2008 in the election manifesto of parliamentary election of ruling party. Since then, this concept took an adamantium effort to make itself reflected in every government initiative.

Government is a body run by people and for the people. So, it is the government who takes care of the personnel working for it. Employees are the key instruments of working for the government policies to be enforced.

From the concept of the digital Bangladesh and for the betterment of the employees, government took initiatives to strengthen the ‘social safety net’ programs of employees in service or retirement. Office of the Chief Accounts and Finance Officer, Pension and Fund Management (OCAFO P&FM) is the immediate and inevitable result of these concepts in action.

Automation of ‘Civil Service System’ is the key to ensure congenial public service delivery. That’s why, present situation demands merging with information revolution in all sphere of the civil service. CAFO P&FM was created to render services to the government employees through automation whether he or she is in active service or not.

In 13th August, 2018 CAFO P&FM came into force with following issues, they are-

  • Organize all the pensioner database, manage payments and address problems.
  • Organize the consolidated GPF accounts of the employees and its efficient management.
  • Provident fund management of budgetary and extrabudgetary organization.

From the very beginning of the establishment, CAFO P&FM started providing services to pensioners in an automated environment so that they can get services even they are at their home. Our ultimate goal is to improve "Public Service Delivery".

We have developed “automated fixation and arrear calculation process” for reinstated pensioners and they are paid by CAFO P&FM. New pensioners data are being transferred to CAFO P&FM after payment of the gratuity for monthly pension payment. We are also working on existing pensioners. Till now we covered all CAFOs. Within very near future, we will step forward to DCAs, DAOs and UAOs for transferring their pensioners to CAFO P&FM.

Another working dimension of CAFO P&FM is “General Provident Fund (GPF)”. Our prime objective is to create a centralized GPF database, where we will ensure automated and authentic GPF calculation, subscription, deduction as well as final payment. Besides CAFO P&FM also started nurturing the logics of GPF and other fund management.

Since the inception of CAFO P&FM, this CAFO worked for gathering knowledge, retrieve logics and worked with the reinstated pensioners on pilot basis. Now it is working with the regular and fresh pensioner.

This office is mainly responsible for the civil pensioners. The aim is to stream line the pension processing system and payment service through EFT as well as to determine the business requirement and design the system to create an integrated GPF database with decentralized service delivery.

This is a newly established service with a huge scope of system upgradation and service delivery. But it has a big challenge also.

I hope, with dedication and team effort, this office will achieve its intended goal.
